NER Chapter 5A (small gen.) connection studies

When connecting smaller generators (under 5 MW), chapter 5A of the rules applies. These studies are defined by the Distribution Network Service Provider. They typically include static volage disturbance studies (i.e., how much voltage rise is caused by the new plant). They usually also include dynamic studies.
